It, and National, are operated by the Metropolitan Washington Airports Authority (MWAA) that was created by Virginia, Maryland, and DC. They are owned by Federal Government under an 80 year lease. The Board of Directors are appointed by the Governors of VA and MD, Mayor of DC, and POTUS.
(They also are building the Silver Line.)

WRONG! Airlines still pay landing fees, parking and hangar fees, passenger service charges, security charges, noise and emissions related charges. (Also much of the expansion and remodeling is from bonds that get paid back.)
